The announcement came hours after Mr Trump welcomed three American prisoners who had been held in North Korea and declared their release a sign of Mr Kim’s good intentions towards the US.

Mike Pompeo, the new secretary of state, who had travelled to North Korea to retrieve the three men, said they appeared in good health. One man said he had to do hard labour while a prisoner, but that North Korea provided medical treatment when he was ill. Mr Pompeo said he had held a “good lengthy conversation” with the North Korean leader, adding that they had “substantively” discussed the agenda for the Trump-Kim meeting.

Hopes are growing that the Singapore summit will take place as planned after days of diplomatic ups and downs. Mr Trump said on May 25 he was calling off the meeting because of the recent “tremendous anger and open hostility” Pyongyang has aimed at Washington.

The scrapping of the much anticipated meeting will raise fears of conflict once again on the Korean peninsula. Indeed both sides have resorted to chest-beating about their respective nuclear arsenals. On May 24, Choe Son Hui, a senior North Korean official, said it was up to the US, “whether it wants to meet us at a meeting room or encounter us at a nuclear-to-nuclear showdown”.

It has become increasingly clear that the US and North Korea understand different things by the term “denuclearisation”. For the Trump administration, that must simply mean that North Korea scraps its nuclear weapons and dismantlesits nuclear programme.

Kim Jong Un has restated his commitment to “complete” denuclearisation of the Korean peninsula and to a summit with US president Donald Trump, South Korean leader Moon Jae-in said on May 27.

韩国领导人文在寅(Moon Jae-in)5月27日表示,金正恩重申了他对朝鲜半岛“完全”无核化、以及对他与美国总统唐纳德•特朗普举行峰会的承诺。

Mr Moon’s comments came after he met the North Korean leader on May 26 in the “truce” village of Panmunjom in the demilitarised zone for unscheduled talks aimed at salvaging the meeting between Mr Kim and Mr Trump next month. Mr Moon said that he had agreed with Mr Kim that the US-North Korea summit in Singapore “must be successfully held”.

A top Pyongyang official flew to New York yesterday, as the US and North Korea stepped up preparations for a sum­mit between Donald Trump and Kim Jong Un.

平壤一名高级官员昨日飞往纽约。目前美国和朝鲜正在加紧筹备唐纳德•特朗普(Donald Trump)与金正恩(Kim Jong Un)的峰会。

The visit by Kim Yong Chol, one of Kim Jong Un’s closest advisers, will be the highest level North Korean visit to the US in almost two decades. He was expected to land in New York on Tuesday afternoon on a flight from China. The visit by Mr Kim, who is also vice-chairman of the Central Committee of the ruling Workers’ party of Korea, is probably a reciprocal move for the two trips Mr Pompeo made to Pyongyang.

金正恩最信任的顾问之一金英哲的美国之行,将是近20年来朝鲜对美国的最高层访问。他从中国出发,预计在纽约当地时间周二下午抵达纽约。也是朝鲜劳动党中央委员会副委员长的金英哲此次访美之行,很可能是对蓬佩奥两次访问平壤的回访。

Mr Trump tweeted: “Meetings are currently taking place concerning summit. “Kim Young Chol, the Vice Chairman of North Korea, heading now to New York. Solid response to my letter, thank you!”

“Both sides desperately need a deal now so they will probably discuss the extent of and methodology for denuclearisation,” said Shin Beom-chul, at the Asan Institute for Policy Studies.
